The \n2006 Sarawak JKR Senior Officers\u2019 Conference (SOC) was held in Kuching \nduring the 13th \u201314th of November 2006. The SOC began its origins as a \nDivisional Engineers\u2019 (DE) annual conference several decades ago. <\/p>\n
Over \nthe years, numerous developments by JKR led to even more branches and \ndivisions being created, which culminated into organising the SOC in \norder for all the senior officers from these branches and divisions to \nmeet, exchange ideas and brainstorm on an annual basis.<\/p>\n
This \nyear\u2019s SOC was organised in-house by the Geotechnical and Structural \nEngineering Branch. The conference was officiated by Y.B. Datuk \nPatinggi Tan Sri (Dr.) Alfred Jabu Anak Numpang, Deputy Chief Minister \n(II) of Sarawak, Minister of Infrastructure Development and \nCommunication and Minister of Rural Development. 90 participants \nattended the conference, ranging from senior engineers, architects, \nquantity surveyors, accountants and officers whom had been in service \nwith JKR for more than 15 years as well as senior engineers whom were \noriginally from JKR and had been seconded to other departments. <\/p>\n
In \nY.B. Datuk Patinggi Tan Sri (Dr.) Alfred Jabu\u2019s keynote address, he \nnoted that in recognition of JKR\u2019s role as Sarawak\u2019s leading \nimplementing agency, it had a heavy responsibility in ensuring the \nsuccessful implementation of the 9th Malaysia Plan (9MP) projects in \nline with the rising expectations of the people in the government\u2019s \ndelivery system. <\/p>\n
Even with its fair share of constraints and \nlimitations, Y.B. Datuk Patinggi Tan Sri (Dr.) Alfred Jabu was proud \nwith JKR\u2019s dedication and professionalism in relation towards the \ndevelopment of the State.<\/p>\n
During the opening ceremony for this \nconference, Y.B. Datuk Patinggi Tan Sri (Dr.) Alfred Jabu also launched \nthe JKR\u2019s GEOINFOS, which is a newly developed digital borehole data \nmodelling system. GEOINFOS includes satellite imagery, GPS co-ordinate \nlabelling and the generation of standardised borehole logs in digital \nformat.<\/p>\n
The objective of this conference was to resolve matters \nbrought to attention by the DEs, with this year\u2019s subject matters \nincluding road designs, road construction in peat areas, potential use \nof fly ash in enhancing the durability of coastal concrete structures \nin Sarawak, claims and dispute resolutions under the new JKR form of \ncontract, JKR Sarawak\u2019s proposed restructuring, level of integrity \nregarding JKR officers in the performance of their duties, the curbing \nof corruption and challenges faced by JKR during the implementation of \nthe 9MP projects. <\/p>\n
The 2007 conference will be organised by the JKR\u2019S Technical Management Branch.<\/p>\n
