The
\nCivil Service' Role In Building Up Our Social Capital<\/b><\/o:p><\/span><\/font><\/p>\n

Social
\ncapital is the \u201csoft side\u201d of any democratic country, state or organization. It
\nincludes the informal networks, the accumulated know how, the intangible stuff
\nthat promotes mutual understanding, support and trust among the people. To
\nexplain my point further, I\u2019d like to use the phrase used by Alexis d\u2019
\nTocqueville in a book he wrote over 150 years ago called \u201cDemocracy in
\nAmerica\u201d. Alexis d Tocqueville wrote about the \u201chabits of the heart\u201d and how
\nthese make for a strong democracy. He noted that the most important thing a
\ndemocratic society must have is what he called the \u201chabits of the heart\u201d. These
\nrefer simply to the things that appeal to peoples\u2019 hearts and sentiments and
\nthus, help win their trust, loyalty and support.<\/o:p><\/span><\/font><\/p>\n
